Almost impossible to do, many scammers (etc.) are using caller ID spoofing, so you ( or the caller blocking software) is fooled. There appears to some help for home phones, NoMoRobo is supported by several cable companies and may be useful. For cell phones you may want to do some searching on Google to see reviews of suitable apps, there are both free ones and paid ones.
Hope this helps. I am sure there will be some additional posters (I hope) with additional info.

We have found NomoRobo to be very helpful. It has cut down on our calls significantly and it is painless and free.

Nomorobo works excellent in blocking calls. It rings once and then it is diverted to another number.

I believe it's free for landlines and a $5 or $10 charge for cell phones.

Go to the nomorobo.com site. The site will tell if your carrier is available for landlines and the nomoriobo service.

We have a fail proof method.
If the number calling is not in either of our contact lists we do not answer.
Very easy and becomes almost natural look answer or look ignore.
Some folks do feel if they do not answer the phone they may miss something.
If the caller whose number you do not recognize either knows you or a legitimate call to you....they will leave a message.
Robocallers do not leave messages....mostly anyway...scammers might.

This is what we did before nomorobo but now it is much less annoying since the phone does not ring as much and we do not have to check.

I have had nomorobo for about a year on my landline - Comcast is my landline provider. It is free for landlines. I have been very happy with it. The phone will ring once, and when the second ring doesn't happen, i know it must be a robo call.

Nomorobo works for VoIP landlines, not "copper" landlines, and yes, some of us have real "copper" landlines.

Our T Mobile service must have a list of scammer phone numbers. When a call from a possible scammer conmes in we get the following screen "POSSIBLE SCAM". This has been a great feature. Our landline gets so many scam calls we seldom answer it, just look for voice mail messages. Call blocking doesn't work as scammers are able to change the numbers to fool blocking.

For cell phones, I have the app hiya, which is free. Because I have a Michigan cell number, I had received a robo call from three Michigan numbers almost every single day. So yes, I don't answer, but it is annoying, and with kids out of town, I do have to go to the phone and see if it's one of them.

My friend told me about hiya. Once the number calls (and you don't answer, or even if you do...), you open the hiya app, which shows your call history. Click on the annoying number, and it gives you the option to block the number. I have blocked three numbers and not had anymore calls from those numbers.

Cell Phone, try Mr. Number in your App Store. Works well.

I tried blocking numbers from spoofed area codes. All they do is change a digit or two each time they call.

Thumbs up New Phones

We use Spectrum for Voice Service and recently purchased new phones. These are AT&T Phones purchased at Sam's. They have a feature that will block Robo calls. How it works is simple. The caller hears a message that we record. If the caller complies, the call then ring through. We have not, to date, received a robo call since installing them. We like them VERY much.
