The Developer can't do anything about creating more clubs, the Woodworking Shop notwithstanding. The clubs are run by the residents. If you have evidence that there are insufficient facilities for clubs (i.e. not enough empty room slots at the rec centers) then please present such evidence and you will have a valid point. In that case, you should take your complaint to the Developer. ToTV is not a forum for change. The Developer cannot force the residents to form more clubs. What the Developer states is factually true: there are a few thousand clubs.

If they are not readily available due to overcrowding - even if it's only for three months out of the year, then they need to either a) stop including them in their advertising as a main selling point or b) create more of them. That's on the developer, not on the homeowners. If the developer is using these things in their advertising it's their responsibility to ensure that these things are available. Not just existing, but not available due to overcrowding.
