Maybe, maybe not. Over a ton of metal on wheels with an engine pushing it at 35mph will travel quite a distance before it stops.

An accident involving a vehicle traveling above the speed limit does not mean speeding was the cause of the accident.

Maybe or maybe not? The crash investigation would determine that. But, we don’t know cause it wasn’t reported?

And why does it matter? What would you do with the information even if you had it? We don’t need to be privy to everything that happens here. If it didn’t happen to you or one of your loved ones how is it any of your business?

Overview
How to Care for & Maintain Your Precast Concrete Fence ...
Yes, a concrete wall can be used as a fence. While the terms "wall" and "fence" are often used interchangeably, a key difference lies in the construction. Fences are typically less substantial, relying on posts connected by boards, wire, or other materials, while walls are more solid and can be made from concrete, brick, or other materials. Concrete walls, especially precast concrete panels, are increasingly popular as a durable and aesthetically pleasing fencing option

I wonder who responsible for outside walls against street home owner or district? Being it got hit on district side I would think district? No I’m not going say the developers :pepper2:

Semantics aside, does anyone really expect their villa wall/fence would be strong enough to stop a car moving at let's say 35?

It did stop it, but I imagine vehicle was slowed down getting there? The birdcage 2 or 3 feet from wall looks not to be damaged. Other than broken styrofoam and concrete chunks laying everywhere.
