The area is owned by the Villages and Don said it will be commercial, most likely. The way Don phrased it I think he would bet there will be a tunnel. But listening to it a few times, he may have meant he'd take the side of that bet that they wouldn't do it.

By "easy money" I assume he meant they'd make money by Villagers having golf cart access to new stores.
