I have a neighbor that was raking my yard when I first moved in. I asked her why she was raking my yard and she told me that the neighbor on the other side turned her in because her tree leaves were falling in that lady's yard. She said that she was told by TV that she had to clean up the leaves from her neighbors yards. She has been doing this for years, never in my life have I herd something so nuts as that. If I am raking my yard and the wind blows what I am raking over in the neighbors yard I would go retrieve those leaves but what the tree drops in their yard is theirs to keep.

If a live tree , on your property, falls on your neighbors property it is their problem. If a dead tree , on your property, falls on your neighbors property it is your problem.
I had a live tree , that had actually started to go had in the center, break and fall on his garage. You could not see that it was going bad. Full leaf growth.
The first thing the insurance man asked was "Did it have leaves"?
I offered to pay the deductible. He said no. He got a new garage roof for $500.

Have you asked your neighbors to keep their trees trimmed back?? I can understand your frustration as our homes are so close
