Why does it matter if the cart was on the street or the cart path? Anyone driving a cart without seat belts is risking their life wether street legal or not. When a skull hits the pavement it doesn't matter. Why in the world do supposedly sensible people drive a golf cart without utilizing seat belts???

The cart path is seperated from the road, but carts have to cross each entrance and exit. The cart path itself is very dangerous. There are no tunnels and some exits from the cart path are narrow and curving. It is easy to hit a curb in a couple of places.
