As you and "bestmickey" indicated, the golf cart driver at least (not sure about the passengers to be honest) should pay for the damages to the cart-and should be OFFERING to pay, not waiting for the grandfather or father to suggest it.

You are correct when you say very few people are not held accountable for their actions and that is especially true with residents here in TV. It's not just the kids and grandchildren. Look at the videos of carts ripping through gate arms and look at all of the PVC posts and signage damaged and knocked to the ground. How many cart drivers do you think have actually stopped or offered to pay for damages they caused to the gate arms and/or posts?
