Traffic is one reason why we gave up living in Florida and moved back to the north where we live on three acres with no neighbors and only one traffic light between our property and town.

Its not just right of way, unless you are a law enforcement officer, you can not control traffic flow

Trying to be courteous, drivers often stop oncoming traffic to wave on golf carts, causing traffic backups.
Lt. Siemer: Yes, this is a traffic violation when a driver interrupts the flow of traffic. The driver can be stopped and given a traffic ticket.
