Traffic is one reason why we gave up living in Florida and moved back to the north where we live on three acres with no neighbors and only one traffic light between our property and town.

Its not just right of way, unless you are a law enforcement officer, you can not control traffic flow

Try driving on I95 in Miami during rush hour. They, a while back had a police chase that lasted for 30 miles and reached speeds up to 14 mph.
