I found the listed phone number and left a message with my name detailing that their constantly barking dog sounded stressed. Since they were not at home, they apparently had no idea what was happening. Being good pet owners, the barking stopped. You could also politely detail you concerns in a letter, anonymously or not. Another route might be a “welfare check” on the pets.

How about you go over to your neighbor and speakto them. Some people with dogs just dont notice the barking. At least give it a try before taking the next step

Thats a little dramatic. Barking dogs and a house full of people doesnt point to illegal activity at all. How about you just go speak to them first before making anonymous calls or taking the next step

Sorry to hear about your problems. So far we've been lucky. Where we used to live we had the neighbors from hell. Does not sound like the sort of people you can reason with.

Re: barking dog.
We also had that. I bought one of those ultrasound things. It was about $30. The dog,
well his barking was then a combination of him barking and laughing at the device.

I'm sure I will receive nasty posts. Buy a silent dog whistle. It will take time but you can train their dog to bark when he hears you blow the whistle. A few times at say 2am and the dog will be gone.

If, they were people who cared, you would not have the problem that you have.

Electronic counter measures
 
For the barking dogs you can purchase a n electronic device from Amazon that when pointed at the neighbors house should stop the barking problem. I used one successfully at my home in Dade City before I moved to TV. They make a sound that you can’t hear but the dogs can.

The OP wasn't asking how many dogs are allowed.
He was asking how many people are allowed and about how to stop a constant barking dog.

I have one friend who was next door to a barking dog in Buttonwood.
He solved the problem. he moved to another neighborhood in TV.
And another friend whose neighbors behind him complained about everything he did.
Tv too loud, talking too loud, privacy bush was 6" on their property.
My friend couldn't please them in any fashion.
Soooo, that friend moved as well to another neighborhood in TV that backs up to a vacant lot.
You can't please some people no matter how hard you try to negotiate with them.

Remember that homes in the Villages are zoned single family residential. Although the term “single family” does not define capacity, it clearly means long term occupants (not visitors) are required to from the same family. We had a neighbor from hell, who fortunately has moved out, that was running an AIRBNB from the house while living there, which violated the single family restriction. It also violated the deed restriction that one can not run a business from their home.

For the dog issue call the police. Dogs barking for that long is unacceptable by county ordinance(which you can look up online). The police will caution the owners and if it doesn't cease will eventually issue them a summons.

Or the guy next door when we were kids, who had a basement full of baseballs. Every one that ever landed on any inch of his yard. He was truly an unhappy man.
