This is what I think, but I'm surely willing to be proved wrong.
The various Districts own and control the gate houses/gates. Per the permits issued by the county for the specific neighborhoods, the Developer (subsequently the Districts) were able to maintain ownership of these appurtenances, even though they're located on public ways (they either maintained ownership or maintain control, via some sort of perpetual lease-back or agreement with the county).
I believe the gate process can be amended, changed, removed, altered, at the discretion of the Districts. That would likely take agreement by the County. As a legal matter, I don't know if the Developer still has a say in what happens, but from a practical perspective, the District seldom does anything the Developer doesn't agree with.
Again, I don't know if any of the above are "facts", but based on my experience, this is the likely way it works IMO.
