I don't see a problem with the women using the men's restroom as you described it.
I am assuming one person is in the restroom at a time. Thus why not label both restrooms just restrooms. No need for separate rooms when only one person uses at a time.

Comment begs the question as to why when there is only `1 toilet in each bathroom(no urinal) and 1 is labeled men and the other is labeled women. Bathrooms like this should be for both genders. This way men and women have equal access and same privacy.

Agree 100%. Feel bad for woman at major venues like Amway Center. Line for them is out the door and men, no problem.
