I was walking one morning about three weeks ago on Buena Vista in the morning(9am+/-) and noticed the odor. This indicates some problems with the proper functiioning of the facility. Neighbors should speak up loudly on this issue. It can be corrected.

We're not down there at present so I can't speak to the situation first-hand. But could it be new/fresh mulch that would have been put down? That stuff can smell like a barnyard when it's first put on the ground!!

I played Turtle Mound on the same day and the smell was not from the sewage treatment plant. It was from the black fertilizer they spread in certain spots. It was a granular material and black in color. Wherever the black granular material was spread that was where the smell was. It was not from the sewage treatment facility which is about a half mile away. Wind was blowing north towards the treatment plant. Smell was only on the course and only where the black material was spread.
