In my former "up North" life I was a career firefighter/Medic/NYS EMS Instructor.

This was and is a common problem all over. Part of the problem is that cars nowadays are quite soundproof. Folks play their radios loud, talk on cellphones, illegally text, etc, etc.

Where I am from in rural Michigan, cars not only pull over on the country roads for a funeral, but the drivers and passengers get out and stand in respect for the families.I guess It acknowledges the value of human life and the sorrow of a passing.
Down here I think most drivers pull over for an emergency vehicle...as much as anywhere.
Some people just don't care if something doesn't relate directly to them.
