Most red switches in the living room, control the outlet in the floor. NOT on the walls.

Not true. In Florida, all you need is one licensed electrician in the company office. Most of the guys working in the houses are just grunts hired off the street.

In floor? IMO guess that would depend on what model and when it was built. In my home All red dot switches control one side of outlet (with red dot) on the wall when lamp out plug in.

I agree that every individual person installing the electrical items may not be personally licensed. But, the overall employee supervision and ultimate responsibility for the completed project is borne by a company licensed by the state to perform electrical work.

If top or bottom don’t work through switch a call to warranty is probably in order.

Now this is a logical explanation. Painter takes off outlet covers , puts them back but not necessarily on the same outlet they came off. Awesome
