I think like most crimes it's the “intent” that matters.
If no one can see it how is it indecency?
If a tree falls in the woods did it make a noise?
It could be public urination but there is a big difference between relieving yourself on the side of a Circle K wall and hiding behind a tree on a golf course where no one can see you or it.
How would someone be offended at something they didn't actually see?
Are you actually offended because of the mere thought of it?
So your thoughts are offended?
