I've been reading a lot on the issue of speed limits on the cart paths, specifically the Multi-Modal paths that we use to move around The Villages.
The District Counsel has written a memo saying that there is no point in posting a speed limit on the MMPs for two reasons:
1. The District has no law enforcement authority for such a rule.
2. The Sheriff's Office has said they have no authority to enforce traffic control devices on the MMPs because their lawyer says the paths do not meet the state definition of streets, highways or roads.
And, of course, you are correct that offenders are not receiving speeding tickets, but tickets for driving an unregistered vehicle because when a golf cart exceeds 20 mph it looses its status as a golf cart and becomes a motor vehicle. I take it that the tickets are issued to carts operating in the diamond lanes of The Villages roadways, where the Sheriff's Office has jurisdiction.
