We have to get approval in DeLuna, and I believe Richmond is the same CDD as us (#13). We also needed approval for our backyard landscaping, which is hidden behind a fence. Always check with ARC before doing anything that’s visible to neighbors, or even in our case with a veranda home the fenced backyard that has a 3 ft easement on one side that’s technically not our property.

I personally would go down and talk to the ARC in person - Perhaps the denial is over something easy to correct (like needing additional documents or photos) - if you attend the ARC hearing in person, you can sometimes answer any questions they have, rather than receive a “denial” and having to start the process all over. Hopefully your denial is something easy to rectify.
