After being here eleven years if any Villager turns them into ARC they will first check for approval if none they will come out and investigate. If not in compliance the homeowner will be required to make changes to get into compliance. This you can take from personal experience and speaking with ARC several times.

We have to get approval in DeLuna, and I believe Richmond is the same CDD as us (#13). We also needed approval for our backyard landscaping, which is hidden behind a fence. Always check with ARC before doing anything that’s visible to neighbors, or even in our case with a veranda home the fenced backyard that has a 3 ft easement on one side that’s technically not our property.

Yes, I’m also in CDD 13.

Yes, definitely attend the hearing in person. Our landscape designer did this herself for our backyard redesign, and was able to answer all questions they had concerning a pondless waterfall we were adding. She said if she hadn’t gone in person to answer their many questions it would’ve taken a lot longer to get final approval.
