Basically, there is a benefit in pooling money for maintenance of common areas. PWAC was created to pool funds from Districts south of 466 to maintain their common areas. New Districts through 13 were added to the PWAC.

Being part of the PWAC does not relinquish ownership of the property or facilities within the CDD. BCDD owns the land that the Brownwood square sits on; BCDD owns the square. Some of my D10 maintenance funds were put into the pool (PWF) that paid for the repair of the windmill and water tower but that doesn't give me or D10 any ownership over the square the windmilll sits on. Likewise, the BCDD contributes maintenance funds to the PWF which are used to pay for the flowers in the circles on Buena Vista at Hillsborough and Hendry but in no way does that convey any ownership of that land to the BCDD.

We Villagers along with the BCDD and SLCDD provide maintenance fees to the PWF to pay for maintenance of common areas and features but that doesn't mean we Villagers can lay claim to anything not an amenity that is outside the District we live in.

Thank you for this excellent explanation. I understand it better now. PWF paying for common areas makes sense. We all like to see these common areas maintained so that the Villages continues to be a beautiful place!

When speaking of "who owns the Squares", it's important to distinguish, exactly what part of the "Squares" one is speaking of.

The roads are owned by the county.

The buildings are owned by the developer.

Some of the surrounds, are CDD owned.

The "music area" is leased. (I believe it's owned by the County?)

The County believes the CDD owns the music areas of Brownwood and Sumter (didn't look at Springs).

No one goes there anymore, it’s too crowded.

One would like to think that the takeaway from this is that the CDD’s need to seriously consider the very near future replacement costs of the assets they are theoretically purchasing from the developer at an arms length transaction. The CDD’s need to consider that that their primary responsibility is representing the best interest of the residents, who’s ammenity fees are being used to replace assets only being built to last until they can be dumped on another party.

Okay, so the SLCDD and BCDD own the land. Who assigns or votes in the supervisors of those CDDs?

Better double check that. The District is the best source for this information. My recollection is it comes from commercial rents, bar huts, special events, etc. I could be wrong.

The wood decking is very old and the splinters are getting really bad and the wood is warping bad as well causing a trip and fall issue. From what I heard, it will be changed to a composite type wood and last much longer, not warp and not get splinters and be a much safer environment and probably look a lot better than it does now. As far as who pays and who gets to enjoy it, all Villagers will be better off for it and as far as the so called outsiders I am sure that this is not being done on their behalf but they will also enjoy the new surroundings as well. If we stop worrying about the outsiders and think more along the line that we all benefit from this, we all will be better off for it. If you choose to decide not to go after the project is complete, the only one missing out is you!
