I think the three tiers are, irrigation usage rate , potable water rate, and third (commercial or sewage usage) ?

Plus I forgot to add in the post above that your bill has a base rate for each category. Then different rate over 4,000 gals usage for home, over 7,000 gals. irrigation, and over 10,000 gals of for sewer. Commercial users may have their own rate too. Not sure.

With less than 4" of rain since November we're in a real trouble now. Where's the water gonna come from to accommodate the 20-30,000 new homes in the future for TV and the surrounding developments?

I believe this is the 3-tier system Rubicon refers to:

Ex.: for NORTH SUMTER COUNTY UTILITY DEPENDENT DISTRICT

Use rate - per 1,000 gallons
First 4,000 gallons..........$1.72
4,001 - 8,000 gallons......$2.88
8,001 and up ................$4.01
