I can see what happened to my taxes, property tax went up 28.4% from last year and if you add the bond and maintenance than the total I have to pay only increased by 14%.

One is an APPLE and one is an ORANGE. Your taxes went up 28.4%...... bond and maintenance have NOTHING TO DO WITH IT! Your total bill may have increased 14% but your taxes increased 28.4%. If you had paid off your BOND would you have had a tax decrease?
