That is the way it is supposed to work but the trick is....when entering the RAB, always yield to any car that is already in the RAB. Those cars will always be ahead of you so when they exit the RAB, they will pass in front of you. That gives you the feeling that the car is "cutting you off" but actually, that is the way the RABs work. When this happens, it looks like a choreographed dance. A car goes in front of another car as they exit from the inside lane while a car travels around in the outside lane. This happens all the time.
Another trick to these RABs is to always make sure you are staggered with any car near you while in the RAB. I find I must adjust my speed if a car comes up beside me. I try not to let that happen.
