Thats from the mail carrier. They put notes or whatever on the side where they insert the mail. Example: if there are 4 people with different last names at residence, sometimes they list all the names so they have the info. Besides, why didnt you just ask the post office instead of posting on an open forum? You would have had an immediate answer and avoided all this speculation by strangers

Yes, I have a note to them in my box about the parcel lockers since I am height challenged. :) The "it doesn't concern you" was a little rough, tho.

If you are new you should have filed a change of address form with usps. The note is usually to remind them to forward the prior owners mail. I had a note and five years later they still put prior owners mail in my box

Hand Written Notes
 
It most likely is a note from the postal worker to make sure any mail to the previous owner is forwarded. That way there is no mail that does not belong to you in your mail slot. Of course, if you get the previous owners mail, you could drop it in the mail slot that is designated to misdirected mail and write on the mail to forward.

Have you ever seen a rural mail box, the are not secured with a lock. So it's possible that it is just a shelf inside.

I would guess that is a Note from the Mail person, they often hand things over a box on the inside as a reminder to them of something. No Boxes are mutually used by another resident.

These postal boxes have been used for many years and are well designed to deter mail tampering. Unless your box is on the very corner of the building AND you have extremely long arms, you or anyone else are unable to reach another person's box. Mail carrier notes are commonly taped to the delivery side of the boxes, so don't worry about it.
