So I am just curious how do you get from where you park your car/golf cart at most stores to the stores?

Florida Statute 316.130 addresses pedestrian traffic regulations and states that pedestrians should obey traffic control devices and instructions. However, it doesn't explicitly forbid pedestrians from using multi-modal paths when sidewalks exist.

There are no sidewalks alongside MMPs. The statute applies to cart and bike lanes along roads, which it does EXPLICITLY forbid. The lanes along these roads are NOT multimodal paths, they ARE cart and bike lanes.

As long time runner, I don't get it either. I run on Odell where there's a sidewalk and a cart lane.
I see a few people that insist on walking in the cart lane. The odd part is, the people I see doing it are women, who are normally more safety conscious than men.

When we go to a store, we park in front of the store and carefully walk thru the parking lot. There are no rules in a parking lot. We keep our eyes open and do not get distracted. |

I do a lot of walking and see people walking on MMPs with traffic approaching them from the rear. Several times I've stopped and mentioned that they should be walking AGAINST approaching traffic instead of with it. I follow it up with "believe me, the way some people drive on these MMPs means that you WANT to see them coming". It always elicits a smile. So far no one has taken umbrage over my advice. |

you are correct. The issues would be resolved in a courtroom. The crucial point i believe would be in determining negligence on behalf of the second driver. It would be pointed out that if the first driver could have avoided the pedestrian why couldn't the second driver who fatally struck the pedestrian who was illegally in the street?
