I'm sorta glad the OP pointed this out. There has to be a pretty devious reason for the Sun to rehash this so soon after the two got locked up.

Impact fees are not necessary when building 5,000 new homes adding more that one billion in taxable real estate to the base every year.

In addition the developer provides the bonus of a new state of the art charter education facility with staff at no charge to the county.
