Endless posts trying to justify. We have far more control over what we do over what others do.
Those that complain about others screaming at them. If, it is a regular occurrence, you might wonder if you are the cause.

There is the law. I suggest all check. Top LEGAL speed is 20 miles per hour. More than that and you need to have a license, insurance and PLATES. Far as smells a golf cart that smells more than usual is probably not properly tuned. Most golf carts are actually designed to do 12 miles per hour. They have brakes on only the rear wheels so like your old bicycle, when you apply the brakes the weight shifts forward and it easily skids reducing the effectiveness of the brakes. I'm fine at 20, which is what the new carts go at with 10" tires put on. When he said it's harder on the back end after fixing a cart to go faster I decided not to.

Top speed on a public road, not a private road. The golf cart paths are not public roads. However,you are correct if that illegal golf cart drives out on to a public road. Even one of those LSV golf carts that are registered, are limited to 25mph legally and can get ticketed for exceeding that speed (even if they are allowed onto roads with a 35mph speed limit)

I would make an educated guess and say that it would be harder on the engine also. Actually, raising ANY vehicle makes the vehicle accelerate slightly slower. puts a small amount of additional stress on the engine, in addition to increasing the chance of brake skid and a rollover. That's why for a given engine output a lower sports car-type height gives BOTH better acceleration AND better handling. The center of MASS of a vehicle is very important and lower is better. Even in wrestling.
