I've come late to the party, but just for information for everyone, under the Florida Constitution the Sheriff of your county is the Chief Law Enforcement Officer for the county. He is the law enforcement Emergency Coordinator in an Emergency and even has the authority to bring local city police under his jurisdiction. He is probably also involved in Department of Homeland Security activities.

He participates in the joint decisions of the Emergency Operations Center when it is activated. It is the Emergency Operations Center that should be making news releases about the locations of Emergency Shelters and the conditions for their use; such as whether or not pets are allowed. The EOC should have made determinations regarding the locations of the Shelters long ago, and merely had to decide which ones to open first.

A community development district (CDD) is a local, special-purpose government framework authorized by Chapter 190 of the Florida Statutes as amended, and is an alternative to municipal incorporation for managing and financing infrastructure required to support development of a community.

CDDs have no function in notifying people of emergency situations.

Look to your county EOC, the local TV and Radio stations, and your friends and neighbors regarding the current situation. After all, everyone else is just parroting the National Weather Service.

The Governor usually has these kind of people standing behind him when he gives his speeches about Irma in Florida. Sheriffs, National Guard leaders and some troops, various State authorities, ete., but not any of the Morses.
