Why does the villages need Wildwood?

According to threads on TOTV, Wildwood annexed the land South of 44 way before TV began the big push South of 466. Also doubt that the developer would ask Wildwood to do anything, especially after Wildwood essentially stopped the developer from acquiring the land that is now Trailwinds/Beaumont.
