You took the words out of my mouth. The developer is just that. They make money when they aquire land, build a house, and you buy it. At that point, you now own the land, pay taxes to the governing body, and the developers responsibility ends. They only make additional money through your continued use of a "developer owned" property such as championship golf course and commercial business through rent.
So in the case of Continental, they could only make money if they removed the mobile homes and built houses that were then put up for sale. And that would be a slow process and wouldn't be very profitable compared to their building new houses on all the land they already have acquired. Remember, the developer is just that, they develop new communities on land they have acquired, sell those houses, and move on.
