Try a “bump up”. Cut out the ceiling between studs. Frame a box support for the kayaks above the cut out, seal it with drywall for fire code, and install your pulley system on the new box. This is a very cool idea that would result in a very finished, recessed storage option. It would take some serious work, but it would be a great winter-time project (no one wants to work in the garage in the summer, lol). Just have to carefully pick your bay to make certain it would fit - no electrical, cross members between rafters, etc. Also, check if your kayak is too wide for the 24" on center standard for rafters.
