Click on "How to use this site", upper left corner on Home Page.

Sure I can ... When you are posting either a new post or responding to someone else's post, if you look on the line that starts with Fonts, go to your right, just after the smiley face and click on the paperclip. Once you do that, a window will appear which reads Upload File from Your Computer, and click the top browse, select from your pictures stored in your computer which one(s) you would like and click on the first Upload.
