Your email account can be set up so certain types of emails can go directly to another email FOLDER or you can mark the unwanted email(s) as SPAM and it will go directly to the SPAM default folder that automatically got set up when you created your email account. You would have to do the latter statement for all unwanted emails to begin with, but you will start to see that you are getting less and less unwanted email.

I agree, especially if you are employed as an inspector general (IG).

Rather than complaining to a Federal agency, I would suggest reporting this to your US congressmen and senator. These guys are responsible for enacting laws to make life safe. They get a free ride if no one complains. They are more likely to care if they hear from many (but don’t hold your breath).

Pay has a spoof@paypal.com but just ignore that. I get that email monthly!!! I go to paypal just to check and see there are no scam things on there!
