I've seen a few on rare occassions that don't have bag in hand even with their critters squatting and on these rare occassions, how many off us have taken the opportunity to voice our objections courteously? Consistent education may help.....but the truly inconsiderate are well....inconsiderate and will probably remain that way. Life is rough......roll with the punches or wear protective equipment and get over it.
