I was unable to find out who he is.

He is the commander of the Military District of Washington DC. Under his command is Arlington National Cemetary, the burial detail, etc. My ashes will be interred at Arlington, but I don't expect a crowd.

Thought he was some kind of official duty officer like that but could not find a name for him.
