If he got it back in less than 5 days, he did way better than the bank was required to do, per Federal Regulations.

The OP most certainly did try to tell the bank how to operate their business. Unfortunately for him the bank did not recognize him as an authority in the matter.

We know he did receive his funds and for all we know it was in a timely manner as defined by banking regulations.

One can crank the details around anyway that pleases them. The bank dropped the ball upon his application for the CD, it appears and it's simple as that. But anyone is welcome to run to that facility and open their account. IMHO, I would rather not after reading the details, the institutions we employ are very customer oriented and accurate.
