The real time event will have pauses for ads. Netflix will need to broadcast something in those breaks and obviously you wouldn't be able to FF through them during the live portion of the event.
Neftlix has an ad free plan. I would be surprised if you could FF through ads if you weren't paying for ad free.
On other services (Hulu, maybe YTTV) some content requires ads to be seen even on the ad free plan.
So odds are two out of three you won't be able to FF through the commercials.

Football games on TV come with commercials though. So if you're getting "ad-free" on a livestream that comes with commercials, won't you still get those commercials? Or would you end up with a blank screen with nothing showing at all, until the commercials end?
I've never had ad-free anything other than Youtube music before, but that's never live-streamed.

This event is likely a case of Netflix broadcasting NFL content. The NFL has sold ads that will be part of that content.
- If watching live then of course you will see the original ads.
- If watching a few minutes behind while the event is still going on you will likely see the original ads but be able to FF through them
Now, after the event has ended and Netflix has processed it, different things *could* happen.
- The event could be presented just as if it was DVR’d and you would be able to FF through ads
- Netflix might tag the ads and not allow FF unless you are on the ad free plan
- If the licensing with the NFL requires it, FF could be disallowed even for ad free plan users
- If the NFL license allowed, Netflix could replace the ad content with content of their own and then handle FF according to the plan you are on.
My guess would be the first, DVR-like, but I would not be surprised if it was the last with ad content replaced.
