A last resort would be to use the container without a bag in it at all, and wash the container after each use.

We already reuse all kinds of bags to put the garbage in, fertilizer bags, mulch bags, etc. And, we do all the other stuff you mentioned, except for washing the container after each use which will run up the water bill.
