Sorry Earth is closed. Congress would no doubt advocate that undocumented extraterrestrials would qualify for public assistantance benefits. We taxpayers can't afford to have a bunch of starships sneaking in to get free foodstamps and medical/veterinarian benefits. UFO spacecrafts could possibly be contributing to the Earth's climate change. Only essential space travelers should be allowed to enter the Earth's atmosphere.
