His mental state is such that he can't formulate a policy and make it permanent. His mind is unstable. That is why he jumps from one opinion to another, based upon whoever he last talked to or listened to. I doubt he reads much. So he is not able to form a policy. He should never have been the candidate for the Republican Party. Too bad that so many Republicans were so ill informed and gullible that they selected Trump to be the Republican candidate. Worse yet, that they actually elected him. The Democrats had a much better candidate and she actually won more votes. Too bad our system allowed this frightening situation to happen.
