It's allowed to happen because there is no cross checking between states. The board of elections staff take you at your word when you sign your name and verify that you have only voted once, under penalty of five years in jail.

you mean that you don't have to show up at the registry with birth certificate, marriage certificate, divorce papers, a state driver's license/id, utility bill mailed to your local address and a social security card in order to register to vote like you do to get a driver's license?!?!?! sheesh!
sounds like a federal registry of voters would snag the us snowbirds, but maybe not the canadians!
