It was the "general welfare" clause that has been used over and over to create programs for women and minorities. It has been abused...greatly abused. "Common" means EVERYONE...not just a few percent of the population. If it's for EVERYONE it's OK...if just a few, a race, a gender, a faith...then it's NOT OK for the federal government to get involved...yet they do because they purposefully misinterpret it.
Like they misinterpret "under the jurisdiction" to allow anchor babies to be citizens. That will prove to be this countries greatest mistake...letting the minorities become a 80% majority...letting Hispanics become 51%. It will destroy this country.
