Messing with nature is not simple. Yes, there are ways we can change the development of the hurricane, the problem is there is no way to know what the side affects will be without doing it. We can model the changes, but many people don't believe models - ie. Climate change.

So, we must tread lightly. I don't know if they still do it, but they used to seed tropical storms to cause them to rain more, the theory was if the storm lost it's water it would not be as bad as it would have been. I do not know if that is still practiced.

I can assure you if it were doable, it would be done. I am certain that people like darpa are investigating it, but as i said, it is not a simple problem, and if we whoops, it could quite literal result in the environment not being habitable.

What you are asking for is called terra forming - it is a subject that is being studied, mostly at this point to convert a planet like mars into something people could live on without living in domes.

So, we must tread carefully.
to your first point.
To prevent the hurricane you would need to channel it's cause the african heat.
To your second point.
Terra forming mars at this point of our scientific abilities will be to introduce a hearty antarctica moss that in theory will produce a pressurized breathable atmosphere centuries in the future

In a very short period of time, after the EBS is alarmed we will find out many lies. Weather manipulation (HAARP) is one of many weapons to use against us. Destroy our economy, communities etc. Remember they will take down a passenger aircraft to get just one person. We have been lied to about many things. Stay tuned folks..

Sending people to the moon and back, and maybe Mars one day. This we can do. Smashing a device into an asteroid to change its direction, this we can do. Technology to deal with tropical storms before they become a danger? Doesn't seem like that's in the cards. Hey, there has to be a business opportunity in this. Memo to Elon Musk: Can't you invent a big old fan of some kind to change the paths of killer storms? I'd bet you'd make a bundle.
In my opinion, when you pick a fight with Mother Nature, Mother Nature will win.

It does look like the physics involved is a lot better than it was when I took physics classes in the 1970s.
Models are tweaked with each storm. They get better and better, but using them is an art. I was a model improver, validator for many years.
Some of nature’s actions are not controllable - ie volcanoes, fires, burping cows. There are many things we can control and that is what many countries focus on. Control and take charge or be a victim.

People simply do not understand. We have altered the natural state ie The Villages and then complain about the problems in this new altered state.

Nature is a balance. You change one thing, anything and other things will change for a new balance. Not all change is good or bad it is what it is change.

Florida, many things have been introduced by man. Iguannas, Marina toads, Anacondas are just a few of them.

Deep and unanserable. There are theories that the climate change that destroyed the dinosaurs was caused by volcanic eruptions and another therory that it was caused by the impact from a comit or asteroid. Atomic bombs? Tons of scify novels about our own self destruction. Lied to? Imagine our LEADERS saying we are in deep poop and I see no way this will end well. Do we really want TRUTH?

Probably not possible in the near future. According to NASA, an average hurricane releases the energy equivalent of 10,000 nuclear bombs. We would have to ask Scotty to give us a matter-antimatter reactor to match that.

So, here's an even better idea---harness the energy. According to the Smithsonian, an average hurricane generates 600 terawatts of energy, the entire worlds power output is about 5.2 terawatts. Grab 1% of a cat 3 storm and the entire world can have free electric power

OK going to go into my workshop and build a machine to harness the energy of hurricanes. Anybody want to buy shares of stock in my new venture? Guaranteed rate of return.

No, not really. Changes to operational Numerical Weather Prediction models is done on a planned schedule. Usually a package of changes that have been tested in parallel against operations and selected retrospective cases will be implemented. You might see upgrades every year or so. I was a developer at NCEP and put many model improvements into operations.

Mainly because of the law of unintended consequences. Look at the environmental section of this page for examples.

We can't prevent severe weather for the same reason we can't stop climate cycles.
