The officers who originally chased the man in Baltimore, who have been indicted yet they were nowhere near that van. They acted proactively, and now lost their careers, looking at jail time, etc.
Residents surrounded police in Baltimore this weekend and under normal circumstances the police would have acted however when they are subject to understanding that if person you chase is black, that has serious circumstances for you and your family.
Not sure how the resolve this.

I think the police should continue to hold back to protect themselves. When, and only when, the locals start protesting to have
more police presence should they then think about going back on the beat.
