That's not how I understand it. As far as I know a cart that goes over 20 mph is classified as a Low Speed Vehicle. Carts that go under 20 are golf cart. But I've never seen an actual speed limit for golf carts posted any where.
I can take a legal cart to the top of a hill in my neighborhood, out in neutral and I'll be doing over 20 mph by the time I reach the bottom of the hill. That doesn't mean that the cart needs to be categorized as an LSL.
Often when I going along at 20, I'll hit a little down hill grade and get up to 23 or 24 mph. Again, I have not seen any speed limits posted for golf carts.
