Because they have not designated that the 20 mph is on level ground or have mentioned wind conditions, every golf cart in The Villages is illegal. As I have pointed out, they are all capable of going over 20 mph down hill.
Again, as far as I know there are no speed limits for golf carts.
If I have a cart set up to go a maximum of 18 mph on level ground with no wind and I am driving on a steep downhill and the cart gets up to 24 mph, can I be cited for exceeding the speed limit which doesn't exist? Can I be cited for having an unregistered vehicle since the fact that my cart was going 24 downhill demonstrates that it is capable of going over 20 mph?
Whoever wrote these laws was either not thinking or intentionally made them so nebulous that the police can cite you for almost anything.
