There are some communities in the USA that are allowing non-citizens of the USA to vote in local elections. We are NOT talking about illegal immigrants but non-citizens. For example, the spouse of a US citizen who is still a Canadian or Columbian. Naturally, they could not vote in State or National elections but they are allowed to vote on local issues.

Taking part in local issues makes for a more responsible community.
