The developer has the final say on things that happen below 466 and the elected people have the final say about what happens above 466.
The State of Florida has the final say about the age of drivers and speed limit of golf carts on public roads. BUT I wouldn't allow a ten year old to drive a cart OR go fast and endanger people because the sheriff will give out tickets on golf cart paths and in the case of a kid that can effect his future drivers license. How things are run here are not how things are run in Ohioor New York or California or Utah, but a lot of smart people live here and are satisfied.
