I was the victim but had to pay the price even though the illegal was deported. So, yes I'm totally in favor of illegals being able to get a license and insurance.

As to illegals being deported, ain't gonna happen regardless of what party is in power. If for no other reason, too many industries such as agriculture and construction rely on illegals for low-cost workers. The law states that if you're born in this country or, if born outside this nation and one or both of your parents is a U.S. Citizen, you ARE a citizen. So, the law makes the children of illegals born here citizens. You cannot legally deport these children. If you deport the parents, an already overwhelmed foster care system will have millions more children to contend with, plus the economic burden of supporting these children. While many illegals broke the law to get here, they have not broken any laws once here. In fact, many are the kind of people you want as neighbors. So, as I said, deporting all ain't gonna happen for social and economic reasons.

Please understand I'm not condoning their being here although I do sympathize for their reasons for leaving their nations. If for no other reason than it would make their lives easier, I would much prefer they could come here legally. But that's not the case today. I don't think shooting these people on sight is right on any grounds. It is morally abhorrent (and my views on abortion are absolutely irrelevant to any part of this issue). There is no easy answer to illegals, no matter how much you would like there to be.
Contrary to what liberals would have you believe, a drivers license does not automatically translate into insurance coverage. Just because someone gets a license, doesn't mean that they will get or maintain insurance coverage. The last I heard, 1 in 5 drivers in the state of Florida are either uninsured or under insured. Adequate insurance is expensive, and many low income earners spend the money for coverage on other things. And, as you have experienced, there is little or no accountability when they are responsible for the accident.
