No, it doesn't mean they will get insurance but it does mean they can. It also means they will be a little easier to find after an accident (and, yes, I do understand people move and don't change their address). As I said, many illegals do their best to not break any laws once here. They don't want to get caught and deported, for one thing. If they didn't care about the laws, 379,000 people wouldn't have bothered with the time and expense required in getting a license that absolutely marks them as an illegal.
