Sorry, but strongly disagree. As someone posted above, it is not up to YOU to enforce the law. Remember, the idiot driving 100 mph is not exercising good judgment to start with. When you slow down even further just to p*ss him off, YOU now create a hazard for him, you, and everyone else in the area as he desperately will pull any half as* move to get around you. You have no idea why he is driving like that. He may just be a jerk, or he may have his wife in labor, or he may lose his job if he's late one more time and his kids will starve. HE is NOT bound by YOUR opinion of how he should drive, that's what the police are for. If you feel obligated to do something, report him and his plate number, but get out of his way first.
Imagine you are driving your grandkids to Disney on I-75 and come up on someone whose "opinion" is that no one should exceed 30 mph even on an interstate. Honestly, how patient would you be? Then that person slows down even more, purposely, to cram THEIR opinion of driving down YOUR throat. Kids are screaming "are we there yet", and this bozo is turning a 1 hour drive into 2 1/2. You might be tempted to do something questionable to get past him as well.
So please, be safe and just get out of the idiot's way
